Project Manager, Open Data for Off-Grid Electrification

In Zambia, the overall national electricity access rate is 31 percent. Approximately 47 percent of the population in urban and peri-urban areas, and only 4 percent in rural areas, have access to electricity. It is important to identify the most appropriate electrification options to provide energy to those rural areas. For many sites that could mean off-grid electrification primarily using mini-grid technologies. To select the best locations for off-grid electrification a detailed understanding of the current situation of the socio-economic structures and demands of rural areas is necessary.

The Project Manager will direct this effort, reporting to HOT’s Director of Community Programs, and is responsible for the implementation of all HOT participatory mapping programming in Zambia. This position is based full-time in Lusaka, Zambia. It includes managing the establishment of HOT’s local presence in Zambia, overseeing the work of a small local team, the development of mapping activities by groups of local volunteers and providing guidance on technical aspects of the project including GIS and OpenStreetMap. Candidates with experience in OpenStreetMap, Geographic Information Systems (GIS), participatory mapping, and solar / off-grid electrification projects are encouraged to apply.


  • Serve as the senior HOT representative in Zambia
  • Develop project strategy and approach in coordination with HOT senior management and local stakeholders, and manage project implementation in Zambia
  • Ensure timely implementation of all program activities
  • Manage a team of local staff and oversee work of interns and community volunteers
  • Assist with writing and delivering project reports according to donor schedule
  • Accurately manage project budget and track projected vs. actual spending
  • Direct production of communications about project activity, including regular blogs posts and (social) media updates
  • Provide technical guidance and expertise on participatory mapping and OpenStreetMap
  • Assist in proposal development, and other duties as assigned

About You


  • University or college degree in international development, public health, GIS, Disaster Risk Management, urban planning or other related field
  • A least 3 years experience working in development cooperation and donor funded projects involving community/participatory mapping, of which 2 years are in management positions
  • Experience managing project budgets of $100,000 USD and greater
  • Excellent analytical skills, and able to prioritize and meet deadlines
  • Excellent team management skills in managing and coordinating groups of people, including speaking and training sessions
  • Experience designing and carrying out community mapping exercises, including: collecting data, using OSM, teaching quality assurance, collaborating with various stakeholders, and building capacity in mapping
  • Experience in participatory data collection, preferably using mobile, digital data collection tools such as Kobo and OpenMapKit
  • Experience developing self-sufficient and sustainable community groups, including developing technical skillsets
  • Fluency in English and ability to work in an environment of diverse languages and cultures
  • Demonstrated cultural competency including experience working in a developing country context
  • Demonstrated leadership, versatility, and integrity
  • Demonstrated understanding of open source culture and ethos across cultural contexts.
  • Able to travel 100%

Additional desirable skillsets:

  • Experience in disaster response, open data or open source strongly desired
  • OpenMapKit, OpenDataKit, or Kobo Collect experience
  • Sector expertise in rural electrification projects
  • QGIS


  • Assignment on contractor basis. Salary determined by HOT pay scales.
  • During country deployment:
    • Allowance provided to cover cost of living and accommodation.
    • Corporate insurance covering medical emergencies.
